Yes - Ohio's Assisted Living Waiver, a Medicaid HCBS waiver administered by the Ohio Department of Aging, pays for assisted living services (24-hour on-site response, personal care, housekeeping/laundry, nursing, transportation, three meals a day and social programming) for people 21+ who need hands-on help with daily activities. Room and board is NOT covered - to be eligible you must 'be able to pay the state established monthly room and board payment (rent)'. Whatever your state covers, one rule is nearly universal: waivers pay for care services, and the family still handles living costs - so a Medicaid path still needs a budget.

Ohio's legal license category is 'residential care facility' (RCF), not assisted living - ODH licenses roughly 720 of them, and every RCF gets at least one unannounced inspection in each 9-to-15-month cycle. To take the Medicaid waiver a facility needs two approvals: an ODH residential care facility license AND separate certification by the Ohio Department of Aging as an Assisted Living provider.

What is memory care and why does it cost more?
Memory care is assisted living specialized for dementia - secured areas, higher staffing, trained caregivers - and typically prices 20-40% above standard assisted living in the same market. If dementia is in the picture, ask specifically about memory-care rates and staff training, not the general rate.
How much does in-home care cost?
About $35 an hour at the 2025 national median - roughly $80,000 a year at 44 hours a week. Since the 2025 survey, non-medical caregivers are tracked as a single category, so quotes for 'homemaker' versus 'home health aide' services should no longer differ much for non-medical help.
What fees do communities add on top of rent?
Care-level fees (assessed need tiers that can add $500-1,500+ monthly), medication management, and one-time community or move-in fees are the big three. Always compare communities on the all-in monthly number at your parent's assessed level - base rent alone is a marketing figure.
Should my parent stay home with help or move to assisted living?
Run the hours math first: in-home care at about $35 an hour serves people who need help, not round-the-clock supervision. Below about 30-40 hours a week, home usually costs less; past that - or when safety needs someone always present - assisted living's $6,200 median often buys more coverage.
